Scope

Degrove Surveyors was contracted by Jacobs Engineering to provide complete surveying and subsurface utility designation (SUE) services for JEA’s William Burgess Boulevard 16-inch Water Main project in Nassau County, Florida. The approximately 5,300-linear-foot alignment connects to an existing stubout at the JEA West Nassau Water Treatment Plant, running east and north along Robert E. Williams Road, Bill Howard Way, and William Burgess Boulevard to the planned Crosstown Parkway extension.

Main Project Tasks

The project encompassed a complete topographic survey of the William Burgess Boulevard right of way, adjacent easements, and the JEA Water Treatment Plant site, extending 10 feet beyond the right-of-way to capture all relevant features for design consideration.

Key survey elements included:

  • Right-of-way and easement boundary delineation
  • Detailed mapping of pavement types, driveways, sidewalks, and drainage features
  • Elevations and cross-sections every 100 feet, including roadway, ditch, and culvert data
  • Location and identification of all above- and below-grade utilities, in accordance with ASCE 38-22 Quality Levels B, C, and D
  • Verification of 55 test holes (VVH Level A) for depth and location of underground utilities
  • Coordination with environmental and geotechnical subconsultants to locate wetland and endangered species flags, soil borings, and other site-specific features
